Position Title: Community and Grants Services Director
Job Summary: The Community and Grants Services Director is an integral leadership role responsible for social service programs and ministries; leading and coordinating local programming, staffing, and providing representation in public and collaborative efforts and provide guidance and consultation as needed.
Oversight related to programming and ministries within Social Services including, but not limited to Homeless & Family Services and Community Services, where social service expertise is required.
Reports To: Corps Officer(s) Supervises: Food Pantry Coordinator, Pathway of Hope/SHP Case Manager, and Community Emergency Assistance Case Manager.
Qualifications: Candidates must have a passion for fulfilling the mission of The Salvation Army and must be articulate in presenting the same to others.
Candidates must successfully pass the pre-employment background inquiry and annual motor vehicle check with a valid driver's license.
Education: Bachelor's degree required with significant experience in Community services.
MSW preferred from an accredited school of Social Work, business or public administration, sociology or other related fields of study.
Significant experience may be considered in lieu of a Masters education.
Skills: Ability to manage people and projects successfully efficiently and effectively.
Team player, self-starter, and perform well with minimal supervision.
Must have an interest and ability to work with people of diverse racial, ethnic, and socio-economic backgrounds in a sensitive and culturally appropriate manner.
Ability to establish policies and procedures, holding others accountable to the same.
Proven and effective communication, consultation, cooperation, and coordination with local staff serving Mission services is required.
Excellent written and verbal communication skills, including experience or capacity to demonstrate positive interpersonal skills and work as a cooperative team member.
Demonstrated awareness of budget resources and cost control, as well as planning and administering budgets.
Proficiency in computer software applications, including demonstrated experience in using email, MS Office applications, Internet, and Social Media platforms.
Must be able to work days, with occasional evenings, weekends and/or holidays as necessary.
Especially in emergent situations.

Essential Responsibilities: Plan, implement and supervise staff, development/in service trainings and related activities for key Social Services staff.
Fiscal management, oversight and responsibility for programming dollars.
Research government and other funding sources for possible use and programming activities, sharing this information with local leadership.
Consult with Corps Officers and Development department to identify, apply for and secure additional funding.
Oversee fiscal grant reporting and yearly renewals of government and private grants, coordinating with local leadership.
Manage all grants reporting ensuring reports are accurate and timely.
Coordinate and provide oversight for annual monitoring visits.
Program Department/Evaluation Assist in the on-going development of goals, policies and/or procedures for Social Services.
Monitor and update social services policies and procedures.
Complete annual program evaluations and social service reviews.
Review all contracts, programs, modifications, etc.
, prior to submission to Mission Program Council (MPC), Divisional Finance Board and Territorial Headquarters.
Assist Corps Officers in program development activities.
Oversee compliance with licensing and accreditation standards.
Management Information System Lead in the submission of required data, reports and budget information to funding sources.
Monitor statistical reporting of social services with appropriate follow up action.
Assist in the development of an integrated Management Information System.
Service Coordination/Agency Liaison &and Public Relations Serve as a resource person to the Corps regarding issues pertaining to social concerns and services.
Be familiar with community resources.
Active participation in community social service functions and conferences is expected.
Represent Corps and social services with major funding organizations, i.
e.
, government, DHS, CHS, Health Departments, etc.
This may involve a lead or supportive role with Corps Officers, Development staff.
Actively seek opportunities to publicize social service programs through community speaking engagements and use of the local media.
In coordination with local Officers, prepare promotional materials in support of local programing.
Serve as a support staff member for Bloomington's Social Service Committee/Board.
Divisional Expectations.
Support local programing, special events and holiday activities as directed.
Maintain positive work atmosphere through appropriate conflict management, courteous demeanor, and professional and appropriate communication practices.
Maintain compliance in The Salvation Army's “Safe from Harm” Certification.
Perform other duties as assigned as related to the leadership of Social Services.
Travel may be required.
Position Ranking: Regular Full Time, Exempt Physical Demands/ Work Environment: This Position is required to do basic business and office work.
To successfully perform the essential functions of this position, the individual is regularly required to talk and listen, stand, walk, sit and use hands.
Individual must be able to regularly lift to 30 pounds and occasionally lift to fifty pounds.
The use of Office and Computer Equipment is necessary.
Vision abilities will require close vision.
Work may be performed indoors and occasionally require outdoors to attend meetings.
There is low to moderate noise level for this position.
