Job no: 518241 Work type: On Campus Location: Normal, Illinois Title: Payroll Manager Division Name: Finance and Planning Department: Comptroller's Office Job Summary The position is responsible for administering and directing payroll operations of Illinois State University.
The position will oversee all aspects of the payroll lifecycle including but not limited to assuring compliance with generally accepted accounting/payroll procedures and principles, maintenance of proper records, completion and filing of required reports, maintenance of payroll/human resource system, coordinating processing schedules, and production and maintenance of all operating procedures in compliance with Federal, State, and University regulations.
The position is expected to stay current on federal, state, and University developments and complex regulations and timely evaluate and/or change existing computer programs and develop of new programs that address changing regulatory requirements and the evolutionary needs of the University.

Required Qualifications 1.
Bachelor's or equivalent degree with a major in Accountancy or a related field.
2.
(A) Two (2) years of full time (or part-time equivalent) payroll related experience that included ERP experience, preferably PeopleSoft OR (B) Possession of a current registration as a Certified Public Accountant or Certified Payroll Professional 3.
Demonstrated experience with accounting for payroll related expenditures and benefits.
4.
Demonstrated ability to effectively communication in written and verbal format.
5.
Demonstrated analytical and problem-solving skills.
6.
Demonstrated proficiency with Microsoft Excel and ERP application.
Preferred Qualifications 1.
Excellent interpersonal, written and verbal communication skills to interact with a variety of personalities at all levels, exercising tact, confidentiality, sound judgment, diplomacy, and flexibility to promote positive working relationships and job effectiveness.
Payroll Experience 2.
Substantially developed interpersonal and teamwork skills to successfully work with diverse groups in an academic environment.
3.
Proficient skills in directing, monitoring, evaluating and motivating the performance of professional and management/supervisory staff are required.
PeopleSoft Experience 4.
Proficient knowledge of state and federal tax laws and regulations, as they relate to Payroll is required.
PeopleSoft Table and Query Knowledge 5.
Demonstrated ability to coordinate and manage multiple competing projects in an organized, efficient manner by prioritizing tasks to meet deadlines.
PeopleSoft Commitment Accounting Experience 6.
Ability to act independently and exercise sound judgment with sensitivity to identify matters that include higher-level management consultation Governmental Accounting Experience 7.
Highly proficient mathematical, analytical skills, and problem-solving skills are required.
8.
Knowledge of payroll information systems, business application systems and personal computer skills is required.
Experience in PeopleSoft is preferred.
9.
High level of proficiency and demonstrated effectiveness in problem-solving, and implementing new programs related to increased departmental and organizational operating efficiency is required.
